About the Position: This position is a GS-13 Mechanical, Electrical, or Civil Engineer. Serve as the Rock Island District's Cost Engineering subject-matter expert, independently performing complex assignments, providing technical oversight, mentorship, and guidance to district Cost Professionals, Project Delivery Teams and Communities of Practice, developing cost products, construction schedules, standards, and procedures, and ensuring technical compliance and knowledge transfer.

  • Providing technical expertise on complex Civil Works projects; developing cost estimates and construction schedules incorporating innovative design solutions and new techniques.
  • Providing cost engineering advice, guidance, and recommendations to professional, technical, and administrative personnel.
  • Applying professional knowledge of civil, mechanical, and electrical engineering in relation to design and construction features to prepare cost engineering products for a wide variety of projects.
  • Facilitating Cost and Schedule Risk Analysis workshops, running Crystal Ball Monte Carlo simulations, and preparing CSRA reports.
  • Preparing and reviewing cost products that are well organized, technically and economically sound, accurate, meet regulations and project requirements.
  • Developing and managing cost products, including price quotes; quantity take-offs; construction estimates, schedules, and work plans; parametric estimates.
  • Providing technical analysis of contractor proposals and assisting with contract negotiations.
  • Using Micro Computer Aided Cost Engineering System (MCACES MII) and other estimating tools to develop cost estimates.
  • Advising and interpreting regulations, directives, and policies to management on specifications and cost estimates.
